Так в том-то и мой пойнт: как их депортировать-то? Куда? Ливия - failed state, Ирак - тоже. Ну, можно, наверное, в самолет сколько-то запихнуть. Но не всех же.

Нет эффективного механизма депортации при таких объемах.
